OUR ORIGINS

Euclid University Consortium (Pôle d'Extension Universitaire Euclide - hereafter EUC) was established and developed in 2005/2006 by means of international agreements (1) between the University of Bangui (UBRC), the Private International University of Brussels (ULI), the University of N'Djamena (UNDT) and IOSD (International Organization for Sustainable Development)] acting as program administrator.

Constituted as an inter-university consortium by its constitutive parties, EUC is the authorized international extension of the participating universities. Euclid is registered as such by UNDT with the UNESCO's International Association of Universities directory.

With the completion of the EUCLID Phase 1 initiative effective June 30, 2006 EUC became the approved extension of the following universities:

  • ULI (Université Libre Internationale, Belgium) (Private)
  • UBRC (University of Bangui) (Governmental)
  • UNDT (N'Djamena University) (Governmental)
  • ULB (Université Libre of Burkina) (Private)

In 2006 and 2007, IOSD signed governmental / intergovernmental MOUs by which means Euclid (EUC) became an official educational partner or provider for ICCI, an affiliated institution of OIC (Organisation of the Islamic Conference).

In April 2008, the intergovernmental treaty (MOU) establishing a chartered and accredited institution named EUCLID (Euclid University) entered into force. As specified by the MOU and Statutes, EUCLID is now a member of the Euclid University Consortium and adds its intergovernmental status to the institutional stability of the Consortium.

The initial Euclid Phase 1 agreement was facilitated by the supportive collaboration of the Embassy of the Central African Republic in Washington, and stands as a model of administrative transparency (3).

In June 2005, His Excellency Ambassador Touaboy (Washington, D.C.) accepted the role of High Steward of 'Pôle d'Extension Universitaire Euclide' / 'Euclid University Extension' (4).

The agreements were amended and extended in 2006 (in English and French) to ensure further clarity and international compliance. In May 2006, the Rector of the University of N'Djamena (often called NU or UNDT) and the Minister of Higher Education finalized the participation of UNDT in Euclid University Extension with explicit accreditation by the Ministry of Education of Chad.

ULI (BRUSSELS, BELGIUM) / UL (BURKINA)


EUC is the approved extension of Université Libre Internationale (Brussels, Belgium) and UL Burkina.

The ULI is an 'international association with scientific purpose' recognized by the government of Belgium [decree 7/CDLF/14.774/S - July 11, 2002 - see (6)] with explicit authorization to confer degrees at all levels and to create partnership institutions with an international scope such as Euclid (6 - article 2).

Because ULI hold a ministerial authorization to enroll foreign students, it falls under the scope of the Belgian law of 1963: even as a private institution it is considered 'recognized by the State' by the Ministry of Education of Belgium (letter from the Ministry of National Education Principal Linguistic Inspector, March 16, 1990 - Ref. CN/AG).

ULI is the parent institution of UL/Burkina and the EUC agreement engages the sponsorship and partnership of both ULI and ULB. This is significant because ULI/ULB degrees were recognized by the intergovernmental body CAMES at the regional conference of Ministers of Education which took place December 5-7, 2005.

The ULI campus is located in the center of Brussels, 'the capital of the European Union', a fact which gives Euclid a dynamic presence in the heart of Europe and essential avenues of participation in EU academic programs.

UBRC (UNIVERSITY OF BANGUI, C.A.R.)

As a recent World Bank report indicated, UBRC (the University of Bangui) is #1 in the top 10 group of African universities in terms of electronic access, thanks to its technology partnership with the French Embassy (3). It is also an active member of the Agence Universitaire de la Francophonie.

Indeed, UBRC is the home of one of the world's 29 Pasteur Institutes and a respected center of academic learning strenghtened by partnerships with leading European universities.

UNDT (UNIVERSITY OF N'DJAMENA, CHAD)

UNDT is located at an ecological and geo-political nexus strategic for the 21st century. The university is a full member of the International Association of Universities and an active member of the Agence Universitaire de la Francophonie.

UNDT is committed to developing advanced academic programs dealing with sustainable development, counter-desertification and cross-cultural studies.

UNDT became a full constitutive party of the Euclid Consortium in June 2006.

IOSD (INTERNATIONAL ORGANIZATION FOR SUSTAINABLE DEVELOPMENT)

In application of these agreements, the administration of the Euclid University Extension is currently directed by the IOSD Euclid Fund.

IOSD is an international network of private and institutional actors committed to developing and implementing sustainable development programs which define sustainable development according to models and paradigms originating in the developing world.

EUCLID'S STATUS

Created as an international extension of UNDT + UBRC primarily and ULI/UL secondarily, (agreement article 8), Euclid exists to offer general and specialized education with a multinational and multicultural emphasis.

EUC is an-inter university consortium, not a free-standing institution having an independent charter.

It should not be confused with EUCLID which is as of April 2008 (initial MOU entry into force) an intergovernmentally chartered degree-granting institution.

EUC acts as the approved extension of the consortium members, it organizes joint degrees not in its own name but in behalf of and with the authorization of the participating universities.

 


All academic records are sent the participating universities for review and approval so that degree validation and verification can be done by each EUC member institution.

In summary, EUC is primarily defined and registered as the distance extension of UBRC (the University of Bangui) and UNDT (University of N'Djamena), in partnership with ULI/ULB.

The Consortium's registration in UNESCO/IAU was initiated in March 2006, under the entries of the University of Bangui and NU/UNDT. This information will thus be publicly available to academic agencies worldwide.

The Euclid network is truly global, with faculty and staff working from 7 countries and 4 continents.
